As in preceding elections the Bulsa District was divided into two constituencies: Bulsa North and Bulsa South. In the 1996 elections the then Head of State, President J. Rawlings (NDC), had been confirmed in his office and as Members of Parliament Mr. Theodore Basil Anurka from Wiaga (NDC, Bulsa North) and Mr Norbert Garko Awulley from Wiesi (NDC, Bulsa South) had been elected.
In the parliamentary election of December 7, 2000 the following big parties nominated candidates in the Bulsa District:
National Democratic Congress (NDC),
Convention People's Party (CPP),
People's National Convention (PNC),
National Reform Party (NRP),
New Patriotic Party (NPP).
As can be seen from the "News from Buluk" (p. 27-30), the following flagbearers toured the whole of the Bulsa District in their election campaign (see also ballot paper on the right):

Though nation-wide Kufuor's NPP party won the parliamentary as well as the presidential election, in both Bulsa constituencies the winners of the 1996 election and the Members of Parliament during the 1996-2000 legislative period, Mr. T. B. Anurka and Mr Norbert Awuley (both NDC) were re-elected as the two Bulsa representatives among the 200 parliamentarians. The tendency to favour candidates of the NDC seems to be typical of the whole Upper East Region (MPs: NDC 8, NPP 1, PNC 1, Indep. 1).
