Born on November 10th, 1947, Mr Joseph Henry Akanpatulsi began his elementary education at Siniensi Primary School in 1951, at the age of 5. He continued at Sandema Middle Boarding School in 1956, where he met children from other Bulsa villages and became friends with some of them, including Daniel Akanpawen from Gbedema, Basko Kante from Fumbisi, and Godfey Atamale Achaw from Sandema. After passing the standard entrance examination, he gained admission to Tamale Secondary School (Tamasco) in 1960. A strong science student, he chose physics, chemistry, and mathematics for the General Certificate of Education Ordinary Level exams and passed with flying colours. He remained at Tamasco to complete his School Certificate, Advanced Level studies, and sixth form. After excelling in his A-level exams, he was admitted to Cape Coast University in 1970 to pursue a Bachelor of Science in Mathematics. He earned his first degree at Cape Coast University in 1973 and completed a master’s in planning at the University of Science and Technology, Kumasi, from 1974 to 1977.
His professional career saw him working as a planning officer in the Central, Upper, and Northern regions, where he was responsible for collecting and collating information on the resources of each area. He has also been responsible for harmonising and coordinating District Development Plans to fit into national planning policies. One of his many achievements as a planning officer is his leading role in designing and implementing the Upper East Region Water Supply Project. It resulted in water being supplied to nearly 80% of the region’s population.
During his lifetime, his many close friends include Sir Clement Akapame of Plans Construction Limited, Hon. David Adenzey-Kangah, a former Deputy Electoral Commissioner and a former member of the Council of State, Sir George Afulang of Northern Consultants, Mr Mathias Apen, former Executive Secretary of the Ghana Health Service, and Mr Daniel Akanpaawen Awenjaab, a retired Agricultural Officer, to mention a few.
